• Persons of foreign nationality and permanent residence abroad during a stay in the Federal Republic of Germany
• Persons with German nationality and permanent residence in the Federal Republic of Germany as well as nationals of EC member states with permanent residence in the Federal Republic of Germany during a stay abroad
• Persons of another nationality during a stay abroad, provided they have their permanent residence for at least two years in the Federal Republic of Germany

• Persons with German nationality and permanent residence in the Federal Republic of Germany as well as nationals of EC member states with permanent residence in the Federal Republic of Germany for a stay worldwide with the exception of the NAFTA countries USA, Canada and Mexico for the implementation of education and training
